Always make resource buildings, HE have great tech for them (especially winery). You first enemy will be a faction of the Lizardmen - Sentinels of Xeti. play right and your loremasters end up with 100+ defense and all the crazy stats. We want Replenishment & gold, and we don't care much for PO because the province will rebel anyway. Why? In my legendary campaigns, Teclis tends to be restricted to his starting position. It works best with HE, because of their superior range. Hostile hero actions makes Teclis like you more, so you'll confederate him sooner. They will be dwelling in the remaining two cities of your province, and in Angerrial in the neighboring province.
